William D. Tucker, aka Bill, is an Associate Professor of Computer Science at the University of Western Cape (UWC) in South Africa; with nearly three decades of experience in the discipline spanning industry and academia. He is founder and director of a research group called Bridging Application and Network Gaps (BANG) that conducts multi- and trans-disciplinary research into information and communication technology for development (ICT4D). BANG maintains two long running community-based technology projects. Central research questions include: how to build appropriate assistive technology with and for marginalised Deaf communities comprising people who are fluent in their own signed language; how to provide accessible and affordable community-owned and driven telecoms networks with and for the people who design, build, manage and maintain such networks; and how ongoing ethics-driven reflection can inform forward-looking changes within approaches to ICT4D theory and practise. Our aim is a non-zero sum game in the ICT4D space.
