Paul M.A. Baker is Senior Director, Research and Strategic Innovation, Center for Advanced Communications (CACP), and Principal Research Scientist with Georgia Tech. Current research includes institutional change and innovation in higher education, workforce development, technology & universal access policy; communities of practice and online communities in virtual environments; public sector information policy development, and state and local government use of social media, disability policy. Other research over the last decade includes on e-learning, telecommunications and ubiquitous computing policy, disability policy, virtual collaboration as an accommodation, and learning communities. Key research approaches include online data collection and e-Delphi methodology, focus group, survey, and interview methodologies.
