She is also a Vice Chairperson of the Multi-sectoral Forum for National Water Resources Management in Tanzania which is a national forum that promotes open dialogue among different key-players, managers and other water resources stakeholders in sustainably managing the diminishing freshwater resources. She has over 18 years’ experience in water resources assessment and management. Her academic, research and consulting background in environmental and water resources in water resources assessment and management. She has extensive field experiences in measuring and accounting hydrological processes as well as mapping the main hydrological surface and groundwater fluxes. She is also devoted to initiatives that are geared towards finding solutions and adding value towards improving water security in Africa. She has worked as a Lead Consultant in the just concluded Rapid assessment of groundwater potential for Zanzibar (Pemba and Unguja) thereby providing technical leadership in a national exercise commissioned by the Ministry of Water, Energy and Minerals together with the SADC Groundwater Management Institute (GMI) with support from Global Water Partnership. She has also worked as a technical advisor in the Preparation of the Tanzania Water Sector Status Report 2015-2020 (WSSR)., for the Ministry of Water among many other similar assignments.

As a vice-chair of the Multi Sectoral Forum for National Water Resources Management, Dr. Subiira is fully committed to enhance linkages among water sector practitioners, the private sector and academia in advancing efficient water resources management. The forum is perceived to have an advisory role to the Ministry of Water on how to handle different challenges that are of a threat to the water sector. Subira has excellent writing skills and she is a frequent reviewer of a number of journals including Elsevier. She is also an Associate Editor (Water Resources) of the Journal of Water Resources, Engineering, Management and Policy abbreviated as JWEMPO, Tanzania.
