Biography
Aleksander Bogusław Stępkowski, Ph.D. habil., born 20 May 1974 in London, Professor of the University of Warsaw, Head of the Department of Sociology of Law at the Faculty of Law and Administration of the University of Warsaw. His scholarly activity focus on comparative private and public law, as well as political and legal thought, especially the determining impact that philosophy has on the shape of legal institutions.
In 1992, he graduated with honours from the 44th Senior High School of General Education in Warsaw, and in 1999 he graduated with honours from the Frederic Chopin Music High School in Warsaw in the solo singing class of Prof. Leonard Andrzej Mróz. In 1995, he received a Certificate in English and European Law from the University of Cambridge Board of Continuing Education. In 1997, he obtained with honours his master degree in law, from the Faculty of Law and Administration of the University of Warsaw. In 2001 he completed his PhD studies and received the PhD degree (Doctor of Legal Sciences).
He was a scholar of the Foundation for Polish Science (2000 and 2001), the University of Manchester (1999), the University of Oxford (2002) and Katholieke Universiteit Leuven (2003).
In 2011, he obtained the title of Habilitated Doctor of Law on the basis of his achievements and the thesis Zasada proporcjonalności w europejskiej kulturze prawnej. Sądowa kontrola władzy dyskrecjonalnej w nowoczesnej Europie [The principle of proportionality in European legal culture. Judicial review of discretionary power in modern Europe] (2010). He is the author of several books and several dozen academic publications, published also in English and French.
Since 2012 he has been organizing the Ordo Iuris Institute for Legal Culture, of which he was the first president since 2013 until his appointment in 2015 as Undersecretary of State for Legal Treaty Affairs and Human Rights at the Ministry of Foreign Affairs of the Republic of Poland where he was serving by the end of August 2016.
On 20 February 2019 he was appointed a judge of the Supreme Court. On 15 May 2020, the President of the Republic of Poland, pursuant to Article 13a of the Supreme Court Act, appointed him to the position of the acting First President of the Supreme Court.
On 26 May 2020, the new First President of the Supreme Court, Prof. Małgorzata Manowska just upon her nomination, has appointed him to the position of Spokesman of the Supreme Court.
