Biography
Dr. Óscar Brito Fernandes holds a bachelor’s degree in Mathematics (University of Algarve, Portugal), a master’s in Education with a specialisation in training and lifelong learning (University of Lisbon, Portugal), and completed a master’s in Health Care Management and a doctoral course in Public Health at the National School of Public Health, NOVA University of Lisbon, Portugal. In September 2022, Óscar completed his PhD at the Faculty of Medicine of the University of Amsterdam in the context of an international Marie-Skłodowska Curie Innovative Training Network for Health Care Performance Intelligence Professionals (HealthPros). During his doctoral studies, Óscar research at the Department of Health Economics at the Corvinus University of Budapest and the Department of Public and Occupational Health at Amsterdam UMC (University of Amsterdam). Currently, he is a postdoctoral researcher at the Health Services and Systems Research Unit at Amsterdam UMC (University of Amsterdam) and collaborates with the WHO Collaborating Centre for Quality and Equity in Primary Health Care Systems. In his research work, he works closely with international organisations, such as the European Commission, OECD and WHO. Some examples of past and ongoing projects are: the development of a health system performance assessment framework for Ireland; providing technical support to WHO Ukraine in developing policy material on primary health care services during the COVID-19 pandemic and the war in Ukraine; co-designing, organising and facilitating with the WHO European Centre for Primary Health Care a year-long training on actionable primary health care performance measurement and management; drafting reports and participating in the general management of the OECD-led projects EU Country Cancer Profiles 2023, Cancer in the EU Flagship report, and patient engagement in patient safety.
