Biography
Dr. Mutawa specializes in artificial intelligence, and his current research interests are in Robotics, Expert Systems, Artificial Intelligence, Signal Processing, Natural Language Processing, Pattern Recognition, Deep Learning, and e-Learning. He got his master's and Ph.D. from Syracuse University, New York, USA 1999 in Artificial Intelligence. Joined Computer Engineering department at Kuwait University (1999-present), served as a Director of the Office of Engineering Education from 2004-2012, and as Assistant Vice President for academic services for computer systems and distance learning from 2012-2014. Dr. Mutawa served as Director of E-Services and Engineering Education at the College of Engineering and Petroleum, Kuwait University (2017- 2019). Currently, Dr. Mutawa is a board member of the Arab Robotic Association from (2016-present), and Founder and President of ROBOTEC consultations in IT and Technologies 2016-present. . Assistant vice president of IT (2020-present), acting Vice President for Academic Support Services (2020-present), Head of the Secretariat of the E-learning Officials Committee at the Universities and Higher Education Institutions of Arab Gulf Cooperation Countries (2020-present). Head of The Secretariat of the Deans, Committee for Deanship of Community Service of Arab Gulf Cooperation Council Countries (2020-present). Dr. Mutawa is the author of a peer-reviewed book titled "Blended e-learning and its impact on the level of reception and the development of critical thinking skills among students. Published by the Scientific Publishing Council at Kuwait University, 2011. Expert, consultant, and representative of the State of Kuwait to the Intergovernmental Special Committee of technical and legal experts for the Ethics of Artificial Intelligence (2000-present).
One of the architects of the historical text was recognized by UNESCO on October 24 Oct 2021 as the first-ever Ethics of AI global agreement. He was awarded the His Highness Sheikh Salem Ali Al-Sabah Award for excellence in Academic Advancement in Artificial Intelligence of 2022.
