Biography

Juan Roberto Lozano-Maya is a specialist in the application of policy, strategic planning and research across the energy sector, most notably on the development of unconventional hydrocarbons. Since August 2016, he heads the Institutional Relations Unit at Mexico's independent electricity sytem and market operator (CENACE), where he is in charge of leading the organization's international and governmental affairs.

Mr Lozano-Maya’s research has appeared in prestigious academic journals and events around the world, and has been largely focused on the interlinkage between governance and energy projects. He authored the publication "Pathways to Shale Gas Development in Asia-Pacific", which was released in 2015. and during the same year, he was selected as a Fellow of the Emerging Leaders on Environmental and Energy Policy (ELEEP) Network, a joint effort between the Atlantic Council and the Ecologic Institute to advance the transatlantic dialogue related to energy, climate and environmental policy.

Mr. Lozano-Maya was a Senior Researcher at the Asia Pacific Energy Research Centre (APERC), a leading energy think tank in Tokyo where he advised the 21 APEC economies' governments on how to enhance the understanding and cooperation on common energy challenges. Previously, Mr. Lozano-Maya was a Deputy Director at Mexico’s Ministry of Energy, where he prepared official outlooks on gas markets as well as the strategic reports submitted by the Mexican President and Energy Minister to the Congress for the assessment of the domestic energy sector. At Mexico’s Petroleum Institute, he also participated in energy research and modeling projects. Mr. Lozano-Maya holds a Bachelor’s Degree in Economics from the National Autonomous University of Mexico (UNAM), where he was awarded the Gabino Barreda silver medal as the best student of his class, and he also has a Master in International Management in Oil and Gas with Merit from the University of Liverpool. He is fluent in English, Spanish and Portuguese.
