Biography

Full member (academician) of NAES of Ukraine (elected April 10, 2003), Doctor of Sciences in Education, Professor, Honored Worker of Education of Ukraine, the First Rank Public Servant, First Vice President of the National Academy of Educational Sciences of Ukraine.
Specialist in the sphere of education, pedagogy, public administration. He researches the problems of organizing, administrating and modernizing education in the context of national self-identification, European integration and world globalization. The author of cultural and informational theory, one of the founders of univesitology and foresight pedagogy. The education and scientific field “state administration” (nowadays integrated field of knowledge “public managing and administration”) are theoretically grounded and practically implemented, Master, PhD and postdoctoral degrees’ students preparing in public administration is ensured under his supervision in 1995-2006. He participated actively in drafting the laws of Ukraine “On Education” (1991), “On Higher Education” (2014), other legislative acts, National Qualifications Framework (2011). He is the National Higher Education Reform Expert.
Author and coauthor of more than five hundred monographs, textbooks, training manuals, encyclopedias, glossaries, papers. He’ve prepared eleven Candidates (PhD) and ten Doctors of Sciences.
He is awarded by the orders “For Merits” of the third and second degrees, honorary diplomas of the Verkhovna Rada of Ukraine, Cabinet of Ministers of Ukraine, sign “Public Service of Ukraine. For conscientious work”, field honors of the Ministry of Education and Science of Ukraine “Excellent Worker of Education of Ukraine” and “For Research Achievements”, medals of NAES of Ukraine “Ushynskyi K. D.”, “Hryhorii Skovoroda”. He is honored by the gratitude of the President of Ukraine.
