Biography
Esther Montero has a law degree from the University of Seville and a PhD in Criminology; she obtained her doctorate in 2008 at the University of Lausanne (Switzerland), at the School of Criminal Sciences with honourable mention Magna Cum Laude. Since 2010 she belongs to the Technical Superior Body of Penitentiary Institutions (Spanish Ministry of the Interior), as Jurist and criminologist in the Prison system. She was Deputy Director of Treatment at the Huelva Penitentiary Centre from 2012 to 2017, when she obtained the post of Jurist-criminologist at the Women Penitentiary Centre (women prison). Currently, she is Jurist-criminologist at the Sevilla Penitentiary Centre (Sevilla 1) and she is a member of the Europris and CEP (Confederation European of Probation) Expert Group of "Foreign National Prisoners" (CEP/EuroPris FNPP Expert Group).
As a jurist, in addition to being a specialist in criminal and penitentiary law, she is a specialist in immigration legal issues (immigration in the criminal enforcement system and international legal cooperation in criminal matters). As a criminologist, she specializes in crime and foreigners, correctional core skills (basic skills in dealing with offenders), education in prison, social control and gender issues.
At the same time, she has been lecturer (teacher and trainer) in several institutions, among them, the Penitentiary Training Centre in Madrid, the Centre for Legal Studies in Madrid and Barcelona, and in several Universities. Currently, she is Associated Researcher in the University of Seville, in the framework of a EU project focused on the EAW, and Collaborator (professor and researcher) of Law and Criminology at the Universidad Loyola Andalucía (Loyola University).
She has participated in several international research projects funded by the European Commission, five of them focused on international legal cooperation (in criminal matters). Specifically, she was the Principal Researcher of the Spanish team of the PONT Project (Probation Observatory: Network and Training), of the Brisar Project (Bringing Safety to the Road) an Erasmus K-204 project focused on the development of a treatment program for road safety offenders and, currently, the REUNION Project (Rehabilitation of foreign inmates within the scope of FD2008/909/JHA), financed by the European Commission (Call JUST-2022-JTRA).
She has participated as an expert in several international exchange programs on prison and probation issues (among them several EU Twining Projects). Among other projects, she has been Leader Project of the EU Twining Project “Support to further development and strengthening of the Probation Service in Croatia” (from April 2016 to October 2017), and key and short-term expert for several international projects, among others, in Republic of Mali, Guyana, Turkey, Moldavia, Jordan or Kosovo.
In addition, she is the author of various scientific articles, among others, in the field of Penitentiary Law, Criminology and International Legal Cooperation in criminal matters, and has collaborated and edited several books on international legal cooperation, as well as participated in several collective books on various topics of law, criminology and teaching innovation.
