Biography

Cheryl A. Camillo is an interdisciplinary (BA, Political Science, Yale; MPA, Maxwell School at Syracuse University; PhD, Public Policy, University of Maryland, Public Policy) scholar-practitioner with over 30 years experience developing and implementing policies to improve access to health insurance and health care services and, ultimately, population health. During her career she has served in most roles of the public policymaking process, including academic researcher, senior federal policy advisor, state program executive (Deputy Medicaid Director, State of Maryland, United States), program evaluator, and policy analyst. She is most proud of having designed and implemented the 2008 expansion of Medicaid eligibility in Maryland that became the model for the Affordable Care Act's Medicaid expansion and eligibility reforms.

Since winning a prestigious Fulbright Fellowship in 2015, Camillo has focused on comparative health policy/systems research in federal states. She is actively promoting the exchange of ideas and lessons across national and subnational borders, including by convening state and provincial health systems leaders to discuss evidence-informed reforms to improve access to health and social services.

A highly-valued teacher, from 2017-19 she directed the Johnson Shoyama School of Public Policy's Master of Health Administration program, which draws students from every province and territory in Canada.
